I would recommend playing both game types while you are inspired to work on this project and focus on how you feel. Does what you are doing on the controller feel satisfying?

I feel like if you wanna get very meticulous with lore n such then a fire emblem style combat system would be nice if only for the reason that the player would have time to read move and item descriptions during combat.

If the immediate vibe is more important then realtime would probably suit your game better so there is no disconnect between exploration and combat.

if by X-com you mean classic UFO defence I've been of the mind that there ought to be more games like that

but then again I haven't had time to play Xenonauts yet so maybe that itch has long been scratched
